「社福界罷工委員會」成立暨「止政亂、制警暴、齊罷工、顯公義」記者會新聞稿

前言
自《逃犯條例》修訂引起的社會矛盾及紛爭至今已五個多月,行政長官林鄭月娥及政府高官皆多次於公開場合提及香港當前需要止暴制亂、回復秩序,堅持透過警方武力升級驅趕群眾,對公眾市民之訴求充耳不聞,視若無暏,導致現今香港警民衝突不斷加劇,社區陷入四分五裂,越止越亂。自香港政府提出修例至今,社福界同工一直堅守到社區支援受影響市民及被捕人士,眼見社會因修例風波導致的傷亡、濫捕人數及受影響市民數字急速上升,同工們絕不能容讓政府繼續坐視不理,並積極為社區尋找另一條出路。因此,社福界願意充當罷工牽頭角色,並希望可以聯合其他公共服務,共同參與罷工行動,達致促使全民三罷,向政府發出最大的警告,要求政府正視民意,回應市民訴求。

止政亂 抗警暴 齊罷工 顯公義
自《逃犯條例》修訂而來,香港政府縱容警察權力過大,面對警察執法無視警例要求,闖入私人地方濫捕,主動挑釁和圍捕學生,以實彈槍擊手無寸鐵的青少年,使用過份及不必要武力拘捕市民,阻礙人道救援工作等情況不斷發生,衍生社會強烈警民矛盾。行政長官林鄭月娥對於警察濫權問題及市民要求成立獨立調查委員會的訴求至今一直未有正面回應,並於本年9月12晚上曾於記者會向現場人士解釋政府除了三萬警力外,甚麼也沒有,並忽視公眾對警方濫權的指控,多次於公開場合表態支持警察。

這五個多月來,社福界不少同工親眼目暏一個個只有十餘歲的青少年為着香港上前線而被捕與流血,大學生於戰火之中守護校園及香港,已到花甲享福之年的老人穿上一副裝備,撐着枴杖也拼命到前線守護孩子,甚至有無數如周梓樂同學般死因不明的手足義士已經捨命殉港,無法與我們煲底再見(煲底即指立法會示威區)。他們的付出及犧牲從來為的並非為個人榮辱、富貴榮華,而是單純為了香港二百萬人吶喊的五大訴求,用行動維持社會公義,向極權說不。作為社福同工,我們無法再承受更多的市民,尤其尚未成年的青少年繼續躺血、被捕,甚至死亡;我們無法再承受政府繼續製造更大的社區創傷;我們無法再承受社會未來的一代活於催淚彈、橡膠指彈、布袋彈橫飛的香港之中。生命的犧牲,一次亦已經嫌多。

正如坊間流傳的一句話﹕「大人肯罷工,細路駛鬼衝」作為社福界同工,為了不希望孩子再犧牲自己,冒險以堵路等方法讓「大人」被罷工,社福界同工不能再躲在機構內。當政府繼續無視市民的訴求,社福界應以捍衞人權及公義作為使命,透過發起社福界罷工,並聯合其他不同界別,共同將抗爭升級,甚至促使無限期三罷,逼令政府必須正面回應香港市民:五大訴求,缺一不可!

社福界行動升級 警告式罷工三日
社福界已組成社福界罷工委員會,並於11月21日晚上假香港社會工作者總工會舉辦罷工啓動記者招待會,期望透過記者會向大眾發佈社福界將於2019年12月17日至12月19日作警告式罷工。罷工時間內,委員會會到五區支援及舉辦不同行動,亦會與「公共服務界」發起聯合行動,以游說更多市民參與罷工,希望有達致三罷效果。社福界將會於罷工三天維持最基本及緊急服務,以行動向政府展示我們與民同行,爭取五大訴求,並要政府立即遏止警權過大的情況,成立獨立調查委員會,調查《逃犯條例》修訂而來的多場抗爭,包括警隊濫權情況始由,向犯罪者追究責任。假若政府依然漠視民意,縱容警察濫權,濫捕及濫用暴力,社福界將會啓動無限期罷工,以展「爭取五大訴求」的決心,向當權者發出更大的怒吼!

建立社福界衛星網絡
除此以外,委員會成員於記招內亦有交代罷工籌備工作,表示委員會正在建立社福衛星網絡,已積極聯繫不同社福機構參與罷工,並將會於Telegram 建立罷工中央Channel,以發放社福界罷工資訊,呼籲各傳媒及市民留意。委員會亦將會向警察申請「公共服務界罷工前哨大遊行」,並假定於12月15日進行,確實路線仍未決定。委員會已初步接洽公務員團體、心理衛生界、治療師、醫護和老師團體,以共同於罷工前舉辦聯合行動。委員會將召開中期記招,以公佈籌備罷工之進度及落實運動日程表,歡迎屆時傳媒各界留意。

各大機構及早建立「罷工危機管理機制」
當社福界決定啟動罷工,短短兩天已有34間機構的關注組加入委員會,不少社福界管理層亦正面看待罷工。委員會希望透過記招呼籲社福界各大機構及早設立「罷工危機管理機制」,以應對罷工對服務的影響。機構管理層應設立平台與同工討論服務停頓後的安排或最少人手維持最基本看顧服務。委員會重申是次罷工並非針對機構,而是針對現時的政權的問題,香港人絕不希望再看見有任何傷亡事件發生,更希望透過全港三罷讓政府感到壓力而回應訴求。機構管理層只要尚有良知和智慧,便應該及早制定對策去應對不同時段的罷工。委員會會密切跟進及了解機構如何處理同工參與罷工,假若發現員工罷工或因政見不同而被秋後算帳,本委員會定必協助同工聯絡工會,與機構進行談判,以保護同工的權益。

理大事件已反映各大社福機構並沒有積極關心市民和兩代孩子的福祉,當校長可以帶社工或安排社工進入理大進行人道支援工作時,各大社福機構的管理層在哪裡?罷工救孩子,各大社福機構的總幹事絕不能缺場,設立好相關的應對措施,以便不同職級的同工可安心參與罷工。當社福界牽頭帶動罷工,香港人會慢慢明白罷工的重要,蝴蝶效應下讓不同行業開始草擬罷工的日程表。不論是和理非或勇武,大家絕對明白即使兄弟爬山,各自努力,三罷癱瘓經濟會是未來重點迫使政府回應訴求的方式。

總結
今天是721我四個月紀念,這天令許多市民覺醒,但政府直至今日仍未有交代警察為何可以失蹤了39分鐘。我們認為現在政府可以立即做的事:
1. 防暴撤離理大:政府應盡快將駐守理大校園的防暴全撤,珍惜兩代孩子的生命,讓孩子安心離開。
2. 政治問題.政治解決:政府應立即回應五大訴求,不要讓人道災難再惡化下去。
市民可以做的事:
1. 全民參與區選投票:讓200萬人或更多的市民於本星期日,即11月24日齊來投票,以讓非建制的陣營獲得更多資源,日後可由群眾參與影響區議員的工作方向。
2. 公共服務界齊罷工:為了讓抗爭者心存希望,不要絕望至拼死一搏,由公共服務界開始罷工,以道德感召更多行業參與罷工,以癱瘓香港經濟的和平方式代替激烈抗爭引致犧牲兩代孩子的生命。

Establishment of Strike Committee of Social Welfare Sector and All-In Strike by the committee.

Foreword

It has been more than 5 months since the outburst of the social conflict and the citywide disputes resulting from the introduction of the Extradition Bill. Chief Executive Carrie Lam and the senior government officials have, on the one hand, repeatedly reiterated the importance of stopping the violence and restoring the social order, they, on the other, keep turning a deaf ear to the public's appeal by agreeing to the escalated force of the police to drive out the protestors, resulting in an intensifying conflict between the police and the general public, and even a further fragmented and chaotic society. In view of the rising number of the casualties, the arrestees and the affected people, the social welfare sector, which has been supporting the aforesaid since the Bill proposal, is willing to take the leading role of staging an all-in strike (labour strike, boycott of business, and class boycott) in collaboration with other public service providers to find a true way out in response to the public's demands.

Strike to end Political Chaos and Police Violence and to uphold justice

Since the introduction of the Extradition Bill, the excessive power vested in the police leads to its negligence of Police General Orders, invasion of private premises for indiscriminate arrests, provocations on student arrestees, ammunitive attacks over teenagers, abusive arrests with excessive and unnecessary force and hindrance of the humanitarian relief work, thus derivating the society and provoking unresolved conflict between the police and the public. While Chief Executive Carrie Lam has never addressed herself to the allegations of the police power abuse and the formation of an independent investigative committee, she even argued on September 12 that the government had nothing but a police force of 30,000 of which she repeatedly expressed her support.

In reality, it is not the police staff of 30,000 who can stop the violence and restore the social order! Over the past five months, it has been witnessed that countless protestors lost their lives with unidentified causes of death for justice and democracy, while bleeding early teens, unarmed varsity students and even cane-holding elders dared run to the front line to protect the children. Their dedication and sacrifice have never been for anything personal but for the desperate outcry of two million marchers of the city. They have always been voicing for social justice and saying NO to totalitarianism. Being unable to afford more bloodshed by tear gas and bullets and a greater community trauma initiated by the government and the police, we, as the social workers always defending human rights and justice, do hope an all-in strike of an escalated level with the participation from multiple sectors manages to force the government to truly address to Hong Kong people's voice: Five demands, Not on less.

Calling for Escalation, Strike in Social Service

From June 2019 until today, Hong Kong people demonstrate extraordinary bravery and determination to strive for freedom. However, Hong Kong Government continuously ignores general Hong Kong peoples’ demands, shifted the political focus toward police, using police force as their tools to stop people looking for their in-born human rights.

Hence, Strike Committee of Social Welfare Sector is formed (Committee). In the press conference held at 21 Nov at Social Workers’ General Union, we are calling everyone, who is working in social welfare service sector to join the 3-days strike (17-19 Dec), to tell the government we are always on the people’s side.
We will maintain minimum and emergency service only in these 3 days. In these 3 days, we will support all sorts of activities in 5 districts, to include more people to join the strike.
We are also warning the Hong Kong Government that it will be a further industrial escalation – indefinite strike, if they fail to fulfil these demands: Response to the five demands from protestors; Stop police brutality immediately; form Independent commission of inquiry of police brutality on cases; Investigate and arrest criminals within police force on abusing police power. We sincerely hope the Hong Kong government will stop their use of police brutality and face their political responsibility, or we, the Hong Kong people will resist until we get what we strive for.

Build a strong network within the Social Welfare Sector

On the other hand, we are also calling our social service fellows to join the “Social welfare sector pre-strike parade” held by committee, which will be held on 15 Dec, to announce and kick off our 3-days strike. Application to police is still in progress, route to be confirmed. Committee has set up an inter-organization information chain, all the information about the strike/parade mentioned will issued via telegram channel. Press conference will also be held to announce further schedule and details for actions, please keep updated for latest information.

Crisis management for upcoming strike, Better now than later

In here, we advise all social welfare organization should set up a crisis handling procedure on the possibility of massive and prolong strike. Such as setting up a platform to discuss the minimum manpower situation on basic and emergency service. We will keep close monitor on how associations response to employees who joined the strike. Any case proofed to have received negative consequence due to the strike or due to his own political opinion, Committee will stand with him to negotiate with the organization to protect his own rights.

The PolyU incident reflected the fact that no major social welfare agencies show concerns to the welfare of Hongkongers and the two generations of kids. When school head masters brought or arrange social workers to go inside PolyU to start humanitarian actions, where are the management of those social welfare agencies? Strike to save the kids! CEOs of all social welfare agencies should not escape! They should lead the agencies to set up all related procedures to let their colleagues of different ranks to strike according to their wills, free from unfair treatment and discrimination. It is like in butterfly effect, when the social welfare sector takes the lead, Hongkongers of other sectors will start to understand more about the importance of strike in the movement. Thus people from different sectors will start to draft their own strike schedule and so forth. No matter it is the peaceful-rational-nonviolent protestors or the brave fighters, we all understand that we fight on, each in his own way. A general strike that that finally paralyses the Hong Kong is one of the major tactics to push the government to accede to the five demands.

Conclusion

Today, 4 months after the 721 incident, we commemorate the day that a lot of Hongkongers were awakened. However, the government has never told us why the police could be missing in that 39 minutes. We think that these are what the government could do:
1. All police force retrieve from the Polytechnic University now: the government should dismiss the riot police from the campus and outside as soon as possible. The government should show that they care about these two generations. They should reassure that they leave the place safely.
2. Political issues, to be resolved by political solutions: The government should immediately accede to the Five Demands and stop the humanitarian disaster.

What Hongkongers could do
1. All participate in the District Council Election: The entire two million and more civilians vote on this Sunday, 24th November. Divert more resources to the pro-democracy camp to empower the people’s say in the District Council.
2. People in the Public Services Sector could strike together with us: We could show all protestors that we are here with them, that the people in the public services would start the strike first, that we are calling for more and more people in other sectors to join us, that we want to use a peaceful way to replace a radical way of protesting because we treasure the lives of all the youngsters and kids.
